 Vos responsabilités

Analyser de manière approfondie les dossiers d’appels d’offres (Règlement de Consultation, CPS, plans, etc.)
Réaliser les études de prix détaillées et les estimations financières des projets
Définir les méthodologies d’exécution et établir les plannings prévisionnels
Identifier les optimisations possibles et proposer des variantes techniques pertinentes
Consulter les fournisseurs et sous-traitants, et mener les négociations associées
Encadrer, organiser et contrôler les travaux des métreurs
Rédiger les mémoires techniques en cohérence avec les exigences des maîtres d’ouvrage
Assurer la conformité administrative des dossiers en coordination avec les assistantes appels d’offres
Contrôler et finaliser l’ensemble des pièces constituant les dossiers de soumission&lt;br /&gt;&lt;br /&gt;
• Diplôme d’ingénieur (génie civil, hydraulique ou équivalent)
• Expérience entre  4 ans et 10 ans en études de prix, idéalement acquise dans le secteur des travaux publics
• Expérience significative dans les projets hydrauliques : ouvrages hydrauliques, réseaux de canalisations, stations d’épuration et infrastructures hydrauliques&lt;br /&gt;

The Bid Manager collaborates within the Price Studies Department, overseeing one or more tender responses. As the project leader, they ensure the smooth execution of the project while adhering to the company's ethical code and QSE policy. Acting as a true conductor, the Bid Manager manages the team, plans, controls, adjusts the organization as needed, and deploys all necessary resources to achieve the project's objectives.
The successful candidate will report directly to the Country Managing Director. They will be responsible for, but are not limited to, the following activities:

1.      Project Management:
- Identify necessary resources and assist in mobilizing them if required.
- Lead and plan the entire project, including design if applicable, and oversee production.
- Assign tasks based on team members' skills and expertise.
- Organize and supervise all project team tasks.
- Coordinate external study tasks and ensure that service providers understand and consider the specifications.
- Coordinate with partners and all stakeholders involved in the project.
- Plan, prepare, and lead project meetings (kick-off, technical, interfaces, closing, etc.). Prepare meeting minutes, monitor action plans, and ensure adherence to deadlines.

2.      Analysis and Highlighting of Strategic Points:
- Ensure compliance with the Go/No-Go procedure, if applicable, allowing the management to decide on the opportunity to pursue a candidacy or study.
- Provide an initial estimate (flash) if necessary.
- Conduct or oversee the risk and opportunity analysis before finalizing decisions with the management.
- Prepare necessary materials for decisions with the management.
- Contribute to the development of the bidding strategy.

3.      Contractual Engineering:
- Conduct or oversee a contractual analysis.
- Verify or have specific insurance needs checked for each project.
- Prepare and negotiate contracts and protocols with partners.

4.      Tender Follow-up:
- Organize and participate in negotiation phases if applicable, including hearings
In case of success:
- Participate in contract finalization.
- Coordinate handover to the construction team and ensure their understanding of the study.&lt;br /&gt;&lt;br /&gt;
For this position, the ideal candidate should have the following skills, experience and knowledge:

Essential:
- BSc in Engineering or Architecture
- 7+ years of relevant experience
- 2+ years of leadership experience
- 5+ years of experience in major Canadian proposal submissions
- Well versed in the MS Office suite
- Mastery of one or more planning software(s)
- Proficiency in one or more tender study software(s)
- Knowledge of one or more trades within the group

Desirable: 
- Work experience in the construction/railway industry
- Experience in P3 major proposals
- Experience on site in a major project
- PMP certification is considered an asset
- Methodical and organized
- Ability to work in a team

- Rédige ou participe à la rédaction des consignes en matière de QHSE et veille à l’application des règles (PPSPS, PAQ, PAE...) au travers des procédures d’exécution;
- Informe l’Animateur QSE des dysfonctionnements rencontrés ;
- Traite les non conformités et met en place les actions correctives adéquates ;
- Peut-être amené à réaliser l’accueil en matière d’QHSE des nouveaux collaborateurs sur chantier ;
- Participe aux analyses d’accidents et de situations dangereuses ;
- Réalise les visites de chantier en matière QHSE.
2 – Etude du dossier/ Préparation/ Suivi de chantier/ réception et fin de chantier :
- Assure la gestion d’un ou plusieurs chantiers ;
- Assiste le Directeur de travaux dans les phases de réponse aux appels d’offres ;
- Réceptionne, étudie et analyse les éléments du marché (plans, profils…) ;
- Coordonne les études d’exécution (plan, note de calculs, profil…) ;
- Elabore le budget détaillé du chantier (volume de matériaux, ressources humaines et matérielles nécessaires…) ;
- Effectue les demandes d’autorisation et obtient les documents nécessaires à la mise en place du chantier ;
- Rédige les méthodes et procédures d’exécution avec son chef de chantier ;
 - Organise la maitrise des documents des chantiers ;
- Consultes les prestataires (les fournisseurs, les sous-traitants…), passe les commandes et donne les instructions aux sous-traitants ;
- Fixe les objectifs avec des chefs de chantier : constitution des équipes, élaboration du planning des équipes de façon à garantir la continuité de l’activité ;
- Effectue un suivi de l’activité des chantiers ;
- Evalue la qualité des prestations effectuées par les différents intervenants (sous-traitants et fournisseurs) ;
- Contrôle la réalisation et la qualité des plans de récolement ;
- Assure la gestion administrative et financière des chantiers (comptabilité, suivi des facturations clients et fournisseurs) ;
- Gère les interventions des géomètres et techniciens laboratoire ;
- Participe à la réception de l’ouvrage en présence du client et du directeur de travaux.

Key Responsibilities: 
Contract Administration 
Administer and monitor project contracts in accordance with contractual obligations and project requirements.

Ensure proper implementation of contract provisions across all project activities. 
Maintain proper records of contractual documents, notices, and communications. 

Contractual Correspondence 
Draft, review, and supervise all contractual letters submitted to Clients, Consultants, and subcontractors. 
Ensure all project correspondence is contractually compliant and issued within contractual timelines. 
Follow up on pending contractual matters and maintain correspondence registers. 
Coordinate with technical, planning, procurement, and site teams for supporting documents and substantiation. 

Claims &amp; Dispute Management 
Prepare, evaluate, and manage Extension of Time (EOT) claims, disruption claims, prolongation claims, and additional cost claims. 
Analyze project events and assess contractual entitlement. 
Prepare claim notices, detailed particulars, and supporting documentation. 
Assist management in dispute avoidance and dispute resolution processes. 
Coordinate with legal advisors when required. 

Variations &amp; Change Management 
Manage variation orders, change requests, and additional work instructions. 
Evaluate contractual and commercial impact of project changes. 
Prepare and negotiate variation submissions with Clients and Engineers. 
Track approval status and ensure proper commercial recovery. 

Subcontractor Management 
Draft, review, and administer subcontract agreements. 
Ensure subcontract terms are aligned with main contract obligations. 
Monitor subcontractor compliance with contractual requirements. 
Evaluate subcontractor claims, variations, and payment-related issues. 
Support project teams in subcontractor negotiations and dispute resolution. 

Commercial &amp; Risk Support 
Support project commercial performance and cost recovery. 
Identify potential commercial opportunities and risks. 
Participate in project progress meetings and contractual discussions. 
Provide contractual advice to project management and operational teams. 
Assist in preparation of management reports and contractual dashboards. 

Compliance &amp; Governance 
Ensure compliance with Egyptian laws, contractual procedures, and company policies. Maintain confidentiality of contractual and commercial information. 
Support implementation of document control and contractual governance procedures. 

Job Requirements

Bachelor’s degree in engineering (Civil or Mechanical) is required
Minimum 3 years’ experience in railway sector.
Excellent problem solving and analytical skills.
English is required, Frensh is a plus.
Proficient in reading and interpreting engineering drawings and technical documents
Good communication and interpersonal skills

And responsible for the following:
Supervise and coordinate daily track work including track laying, alignment, welding, stressing, tamping, and ballast regulation.
Ensure works are executed in accordance with approved drawings, technical specifications, and project quality standards.
Monitor track geometry parameters (alignment, level, gauge, twist) and ensure compliance with tolerance requirements.
Coordinate subcontractors, equipment, and material logistics to meet planned production targets and deadlines.
Implement and enforce HSE procedures on site, ensuring safe railway operations and compliance with rail safety regulations.
Prepare daily reports, method statements, inspection requests (IRs), and support progress tracking and client coordination meetings.&lt;br /&gt;
